Zulassung, die Zweite.
Was macht man, wenn man in Indien offizielle Dinge geregelt haben will und dafür nicht Wochen oder mitunter Monate in einer gemeingefährlichen Schlange stehen möchte?
Richtig, man geht zu einem “Agenten”. Dies ist die euphemistische Bezeichnung für einen Menschen, der sehr gute Connections zur jeweiligen Behörde hat und den man für dessen Dienste unverhältnismäßig hoch bezahlt – mit anderen Worten: für Bestechung.
Als ich am Donnerstag geschlagen und unverrichteter Dinge den Handgreiflichkeiten hunderter verzweifelter und sauerstoffarmer Menschen bei 45 Grad im Collectors`Office entronnen war, war mir klar, dass ich mit meinem Anliegen, der Beglaubigung sämtlicher Dokumente, einem knapp 100 Seiten starken Pamphlet, auf offiziellem Weg nicht weit kommen würde. Also ließ ich mir von meinem Händler die Telefonnummer von Sanchit geben – er würde, gegen entsprechend Bares – das geforderte Affidavit innerhalb weniger Stunden besorgen können, versprach mir Shaunak.
Freitag morgen war es dann so weit: Wir trafen Sanchit auf dem Parkplatz des Collectors` Office: Für das offiziell 100 Rupien teure Affidavit verlangte er 1000 – immerhin das Zehnfache des offiziellen Kurses. Wir diskutierten; bei 750 Rupien schlug ich ein. Darauf verschwand Sanchit und kam zehn Minuten später mit zwei frischen Gebühren-Marken-Zetteln wieder, auf denen alle meine persönlichen Details vermerkt waren. Zum Glück hatte ich Shravan dabei – er war als Einziger in der Lage, das ausschließlich auf Marathi gedruckte Papier nachzuvollziehen und segnete es ab. Dann fuhren wir zu einer Zweigstelle der Behörde in Shivaji-Nagar.
Untergebracht in alten, leerstehenden Warenhäusern war das eher die Kulisse eines schlechten Ganovenfilms: Heißer Wind fegte durch leere Lagerhallen und der unverwechselbare Gestank alten Urins. Tauben gurrten. Mynahs brüteten. Ich starrte auf den mit Taubendreck verhunzten Boden, auf dem sich eine dicke Inderin im Sari niedergelassen hatte und gelangweilt ihre speckigen Papiere sortierte. Widerum war ich froh, Shravan an meiner Seite zu haben. Sanchit hieß uns warten: Er würde uns rufen, sobald ich an der Reihe für das noch fehlende Foto sei und verschwand um die nächste staubige Hausecke.
Nach einer Stunde war es dann soweit: Ich wurde von Sanchit in eine der Lagerhallen gerufen, vorbei an Hunderten schwitzender, gedrängter Leiber, die lautstark protestierten, als Sachin mich an ihnen vorbei zum Tresen bugsierte. Ich konnte ihre Empörung verstehen und verkrümelte mich schnell, nachdem die Beamtin auf den Auslöser gedrückt hatte. Danach: Wieder Warten.
Nach einer weiteren heißen Stunde in der stinkenden Sonnenglut von Pune´s Nicht-Monsun dann endlich der erlösende Zettel: Alle Dokumente waren eingereicht und beglaubigt worden und ich verließ das Gelände erleichtert: Mit nur einem Blatt Papier.
Zurück im Showroom dann der nächste Hohn: Obwohl ich gerade alle Papiere von offizieller Seite hatte beglaubigen lassen, verlangte der Händler diese erneut in Kopie für die Zulassungsstelle! Was sollte dann die Beglaubigung? Trauen die Inder ihrer eigenen Bürokratie nicht? Offensichtlich. Und mit Recht. Also wieder los – noch einmal rund 100 Kopien.
Als ich Freitag Abend nach Hause kam, war ich fertig. Sharvan erwähnte beiläufig, dass er für das Äquivalent eines maharashtranischen Personalausweises eineinhalb Monate jeden verdammt langen Tag beim zuständigen Amt vorgesprochen hatte, bis er es endlich erhielt – Jedesmal hatten die Beamten Feierabend gemacht, BEVOR mein lieber Fahrer an der Reihe war: “Come back tomorrow!” – Die indische Bürokratie ist unerbittlich.
Samstag dann der Anruf von einem Angestellten des Verkehrsamtes, der vor Erteilung der Zulassung unbedingt noch mit U. sprechen wollte. Aber nicht, wie ich glaubte, weil ich “nur” eine Frau bin, sondern weil er ein schnelles Nebengeschäft mit einer Parkplatzfläche witterte, die er U.`s Firma vergeblich andrehen wollte. Trotzdem klingelte endlich, ENDLICH Samstag Mittag das Telefon: Ich könne die Maschine abholen, sie stände bereit.
Tja, und da steht sie nun, meine Nabelschnur zur Welt, meine Unabhängigkeitserklärung, mein Fluchtgefährt aus der elenden Fremdbestimmung: Diese Maschine fährt, wohin immer ich sie lenke, sie fährt MEINEN Weg und nicht den meines Fahrers, und ich muss nicht mehr warten. Freiheit, ich komme!

Ich hatte tatsächlich überlegt, nächste Woche mit dem Moped nach Rajasthan zu fahren – es juckt einfach in den Fingern – habe dann aber letztlich davon Abstand genommen: Noch sind weder Handschuhe noch vernünftige Motorradjacken hier, geschweige denn ein Tankrucksack. Das heißt, wenn Du Dich hinlegst, dann tut es richtig, und unnötig, weh.
Angesichts meiner prekären Ausstattungssituation und der Tatsache, dass der Monsun auch in Rajasthan Einzug gehalten hat, lasse ich es also, schweren Herzens. Obwohl….
